In 2007 the European Commission formally adopted the Country Strategy Paper covering the period 2007-2013. Assistance to Moldova will be mainly be provided under the new European Neighborhood and Partnership Instrument (ENPI).

Thus, on the 5th of June 2008 a Joint Declaration on a Mobility Partnership between the European Union and the Republic of Moldova was signed: “with the purpose of facilitating legal migration including circular and temporary migration …preventing and combating illegal immigration and trafficking in and smuggling of human beings, as well as promoting an effective readmission and return policy”.

One of the most challenging priorities addressed by the mobility partnership program will be consolidating the capacity of national institutions in managing migration reintegration and return programs. This priority will be developed by Swedish Public Employment Service within the project “Strengthening Moldova’s capacity to manage labor and return migration”.
